Oceania is the world's ocean continent, a scattering of islands and one great southern landmass bound together by water, and it holds both the oldest living art on earth and some of its newest voices. We are used to thinking of Oceania as the far edge of the map, the last region a traveler reaches and the one most often left off the world's cultural itinerary altogether.

At the heart of the discussion lay a question as old as it is urgent: how can culture be turned into an instrument for building citizenship?
